ABOUT THE 2025 SUMMIT
The 2025 Innovative Housing Construction Summit brought together industry experts, government agencies, builders, lenders, and community members with one shared goal: to find real, lasting solutions for affordable housing in the Virgin Islands.
Hosted by Senator Marvin Blyden and supported by the Virgin Islands Territorial Association of REALTORS® (VITAR) — with backing from the National Association of REALTORS® (NAR) — the summit showcased new materials, smarter building methods, and policy ideas that can dramatically reduce construction costs and expand homeownership opportunities across the territory.
For many attendees, it was the first time they had ever seen ICF construction, modular housing, alternative wastewater systems, and construction financing options presented together in one place — side by side, in their own community. The result wasn't just information. It was momentum.

Attendees saw Insulated Concrete Form construction in person and learned how this method can cut building costs by up to 50% while producing homes stronger than traditional concrete block.
Legislative dialogue on building codes
For the first time, builders and regulators sat in the same room to discuss which current codes are blocking affordable construction and what reform could look like in the USVI.
Financing access conversation
Lenders and mortgage professionals outlined the path to FHA-backed construction loans and the gaps that still need to be closed for homeownership to become attainable territory-wide.
Community action agenda drafted on St. Croix
The Day 2 workshop produced a written set of community recommendations that were formally submitted to the VI Legislature's Housing Committee.
